In reply to the two further questions posed, yes it applies to new members and renewing members alike. You pay your money, you join the association.

And no, the BR license does not allow you to enter NRHA classes but as there are no NRHA classes at this show, it is slightly irrelevant!

As the license is a one off purchase for all future shows it is highly relevant that members should know that they will also have to purchase an NRHA licence, when they could save a couple of pounds by buying an NRHA license now.

All the hoops you had to go through this year may be removed as a result of the changes made to NRHA's byelaws. See the discussion under "NRHA Changes" in the Reining Section.
